Minutes of the Meeting of the Policy Council

Call to Order

The meeting was called to order at 3:39 PM by President Vennix.

Action Items

Motion 7. David Ford moved and Jack Pugh seconded a motion that "Graham Winch be thanked for his years of service to the Society as Executive Editor of the System Dynamics Review."

The motion passed unanimously.

Motion 8. Jac Vennix moved and David Ford seconded a motion that "the Vice President - Publications be charged with the task of assembling a committee to find a candidate for Executive Editor of the System Dynamics Review and to submit the candidate's name to the Policy Council at its 2001 winter meeting."

The motion passed unanimously.

Motion 9. David Ford moved and Jack Pugh seconded a motion that "the Jay Wright Forrester Award Committee be charged with the task of creating a new system dynamics student award and reporting the details back to the Council at its winter meeting."

The motion passed unanimously.

Motion 10. Jack Pugh (on behalf of Bob Eberlein) moved and Jonathon Coyle seconded a motion that "for the 2003 conference, short proposals must be received by the 2001 winter Policy Council meeting and the decision made at the 2001 conference. Thereafter, short proposals must be received by, and will be reviewed by the Policy Council, three years in advance of the proposed conference date. The long proposal will be required at the winter Policy Council meeting two years in advance, at which time a decision will be made. In the absence of an acceptable long proposal at the winter Policy Council meeting two years prior to the conference, Boston will be selected as the conference site changing, if necessary, the scheduled rotation of the conference between North America and western Europe."

A spirited discussion of the motion ensued. Concerns were raised that if the motion were adopted as is, Boston would always be the default conference site, with no effort made by the Council to find any other default site. Moreover, the motion requires the Council to select the conference site at its winter meeting -- a meeting that is overwhelmingly attended by people from the northeast region of the United States, with almost no representation from the rest of the world. As a result of these concerns, an amended motion was proposed.

Amended Motion 10: Graham Winch moved and Ali Mashayekhi seconded a motion to amend Motion 10 to read (amended portions are in bold font): "For the 2003 conference, short proposals must be received by the 2001 winter Policy Council meeting and the decision made at the 2001 conference. Thereafter, short proposals must be received by, and will be reviewed by the Policy Council, three years in advance of the proposed conference date. The long proposal will be required at the winter Policy Council meeting two years in advance. The decision on the conference site will preferably be made during the summer meetings of the Policy Council. In the absence of a prima facie acceptable long proposal at the winter Policy Council meeting two years prior to the conference, the Policy Council shall find an alternative venue changing, if necessary, the scheduled rotation of the conference between North America and western Europe."

The motion passed unanimously.

Motion 11. Nan Lux moved and Ginny Wiley seconded a motion to "accept the South Korean group as a new Society chapter."

The motion passed unanimously.

Adjournment

David Ford moved and Jonathon Coyle seconded a motion that: "the meeting be adjourned." The motion passed. The meeting was adjourned at by Jac Vennix at 4:27 PM.
