A spirited discussion of the motion ensued. Concerns were raised that if the motion were adopted as is, Boston would always be the default conference site, with no effort made by the Council to find any other default site. Moreover, the motion requires the Council to select the conference site at its winter meeting -- a meeting that is overwhelmingly attended by people from the northeast region of the United States, with almost no representation from the rest of the world. As a result of these concerns, an amended motion was proposed.
Amended Motion 10: Graham Winch moved and Ali Mashayekhi seconded a motion to amend Motion 10 to read (amended portions are in bold font): "For the 2003 conference, short proposals must be received by the 2001 winter Policy Council meeting and the decision made at the 2001 conference. Thereafter, short proposals must be received by, and will be reviewed by the Policy Council, three years in advance of the proposed conference date. The long proposal will be required at the winter Policy Council meeting two years in advance. The decision on the conference site will preferably be made during the summer meetings of the Policy Council. In the absence of a prima facie acceptable long proposal at the winter Policy Council meeting two years prior to the conference, the Policy Council shall find an alternative venue changing, if necessary, the scheduled rotation of the conference between North America and western Europe."
