Hi David,

I just would like to add one final comment about 'in lieue of Forrester award' alternative. I do not think think this would be a good idea. Forrester award is well established, is clear and serves a specific purpose: an outstanding publication in the last 5 years. I think the LA award is a good idea, but it should be IN ADDITION to Forrester award in order to fill a gap: appreciation of long term, extended contribution, not attributable to a single publication.
(A note about the name: if we fear that the term 'Lifetime' gives misleading impression of a 'retirement' award, we may think about some alternative names like 'Outstanding Contribution' or 'Pioneering Achievement'...)

There has been lots of very good discussion about this award. Thanks to all who have participated. It has provided valuable input to the next phase in addressing this issue. I agree. However, I do not want to cut off discussion before everyone has had an adequate opportunity to voice their opinions. Therefore, I request that any additional discussion to this List Serve about this issue happen by the end of tomorrow, Wednesday, February 1.

To move us forward, effective Thursday, February 2, I appoint Khalid Saeed as the chair of an ad hoc committee to develop and put forth a formal proposal to the Policy Council concerning a Lifetime Achievement Award. I hope that we can receive and discuss that motion adequately to vote on it at the summer Policy Council meeting in St. Gallen.

I want to be sure we all understand that the committee that I recently formed and Khalid chairs will not to make the final decisions about this award. My idea is that it will consider all the issues and discussion we have had and develop a specific plan and motion that the Society leadership (including this group) will have an opportunity to discuss before voting. Khalid, please speak up if you have a different picture.

The Awards Committee proposal is only to regularize the LTA, without altering any existing award. In my understanding the mandate of the committee David has asked me to form is limited to addressing that proposal.

Subject: Motion 109 Recommendation of Bylaw Changes

Hi Everyone,

Thanks for the discussion and feedback on the Bylaws and Policies. Based on this we have made some minor revisions to the recommended bylaw changes - the latest document is in the supplementary materials for the Organization and Bylaws Committee report.

Based on the comments made on this list, as well as some offline  discussion with Rogelio, the committee has, after lengthy consideration, left in the modification to the bylaws to no longer list the Executive Editor as an Officer of the Society.

If motion 109 is passed this is what happens: The intended bylaws will be distributed to the membership in advance of the conference and comments solicited. During the conference the changes will be discussed during the general business meeting and comments solicited. After that any modifications based on those comments will be incorporated and the amended changes sent out the the membership for a an up or down vote (with a 2/3 majority of those voting required for passage).

Only after that happens do we need to take any action on the policies. This means continued revisions and improvement may be made on those up until the end of 2012. So the draft policies attached in the report, while they provide useful information, are not actually part of this motion.

Dear colleagues,

Welcome. This is the first posting to the "PIN-L" listserv for scholars and practitioners interested in the area of policy informatics. We have launched this list on an opt-out basis and have tentatively subscribed you to this list. We did this based on your participation at APPAM this past year and/or attendance at the roundtable. Information about subscribing and unsubscribing is at the end of this email.

----Background----

The 2011 APPAM Research Conference fostered the emergence of a new community of inquiry and practice (CoIP) within the APPAM community. Dubbed, "Policy Informatics", this collection of over 70 researchers and practitioners brought new energy to the APPAM conference. Many of the participants were first time attendees at APPAM, which provided opportunities to expand APPAM in membership as well as in its intellectual perspectives.

This community came together as a result of the leadership of outgoing president elect Sandra Archibald. As conference chair she created the conference theme that emphasized complexity in public policy inquiry and practice and encouraged practitioners from communities not traditionally associated with APPAM to join our discussions in Washington. The result was a vibrant set of conference panels, symposia, and workshops organized around the dual themes of complexity and computation in the public policy process.

In these sessions, a number of papers were presented on agent-based simulations, system dynamics simulations, data visualization methods, as well as on topics related to digital government, data sharing, and electronic governance.

----Building the CoIP----

This brief memorandum calls for the members of this emergent community of inquiry and practice in policy informatics within the APPAM community to keep in touch with each other and invite our colleagues. If the 70 or more participants who share these common interests cooperate on common issues, we have the potential to accomplish a number of goals that can be of benefit to APPAM as a whole including:

Specific to APPAM

* Promote a rich program of policy informatics at the 2012 and future conferences.

* Work with Sandra Archibald and others to create a review mechanism within the program committee so that high quality policy informatics papers can get a fair review.

* Sponsor a research workshop just before the 2012 APPAM fall conference (and in subsequent years).

* Create a presence at APPAM by offering pre-conference tutorials and teaching programs with an emphasis on the related activities already going on in APPAM schools.

* Increase membership in APPAM of persons interested in policy informatics.

Publishing

* Work toward a special issue in JPAM. This project would also deliver to the editors of JPAM a list of well-qualified reviewers for future submissions.

* Work together on edited volumes and other joint research projects related to Policy Informatics.

Building the community

* Create a web presence so that others who are interested in what we are doing can find out about it.

* Create a working paper series to be published on this website

* Create structures that relate our group to others in Europe and elsewhere.

* Create structures that relate our group to communities of inquiry and practice (such as INFORMS, the System Dynamics Society, dg.o, APSA's complexity section, etc).
