Happy Holidays!

First, let me thank the outgoing members of the Policy Council - Rogelio Oliva, Brian Dangerfield, Susan Howick, Birgit Kopainsky, Agata Sawicka, and Aldo Zagonel -- for their service to the Society.

I would also like to welcome the new and continuing members to the Council - Kim Warren, Robert L. Eberlein, Etiënne A.J.A. Rouwette, George P. Richardson, Rogelio Oliva, Florian Kapmier, Rod MacDonald, Silvia Ulli-Beer, Lees Stuntz, Nicole Zimmermann - we look forward to your input!

For the 2012 Winter Policy Council Meeting we will again employ a combination of face-to-face and two electronic meetings. As detailed in the Agenda below, we will first have the first electronic session running from now to January 4 to solicit additional discussion items for the later sessions and to review and discuss reports. (Reports will be posted by December 22.) This will be followed by a face-to-face meeting on January 5th in the Boston/Cambridge area for those who can attend (with possible, scheduled phone links). The purpose of the face-to-face meeting will be to (1) discuss administrative issues; (2) discuss options and design possible solutions for open policy issues on the agenda for the second electronic session; and (3) refine and propose motions for the second electronic session, running from January 13 to February 19. All motions except routine approvals of minutes, etc., will be discussed and voted during this second electronic session. If more discussion time is needed during the second electronic session, the schedule will be revised.

Instructions for posting materials, electronic discussion, and voting will be disseminated shortly. For the Winter Meeting we will be asking VPs and Committee Chairs to update their reports from the 2011Summer Meeting, rather than providing full reports (full reports will be given at the Summer Meetings). So if nothing has transpired, your update can be very brief!

Finally, the Policy Council will need to review and vote on the slate of candidates to take office in 2013. The schedule for this process will run in parallel with the second electronic session.

In summary, immediate actions on your part are:

1) Vice Presidents, Committee Chairs and all report-givers: provide report updates by December 22. The person responsible for the report is listed on the agenda.
2) Everyone review the proposed agenda items and suggest additions by December 22.

IV. Call for additions to agenda for discussion at Face-to-face meeting and second electronic session.

The following items have been proposed for discussion in the face-to-face meeting and second electronic session, running from January 13 to February 19. A brief description of the issue and any preliminary supporting materials will be posted on the PC Menu and/or in the SDS-PC Listserv. Members are invited to post additional comments and materials on any of these issues during the first electronic session. However, the main discussion of these items will occur in the second electronic session. If you have other items for discussion or announcements, please email them to David Ford ( ) with a copy to Roberta (office@systemdynamics.org).

Face-to-Face Meeting: January 5, 2012

An updated agenda for the face-to-face meeting will be provided to atendees at the meeting. It will closely follow the above outline. Relevant materials will be assembled and reviewed, issues discussed, and alternatives proposed. These materials and discussion will then be summarized and posted to the web system for review, discussion, and voting where required by the entire Policy Council.

Second Electronic Session: January 13 - February 19, 2012 (these dates may be extended if needed)

This electronic discussion period allocates time for "conversation" similar to the exchange of ideas during a meeting. It allows for reflection and a simple way to converge on a correct motion before it becomes a "formal" motion that will be put to a proper vote. Motions can be amended (friendly amendment) providing there are no objections. Motions can be withdrawn if agreed by both proposer and seconder, also providing there are no objections. The result would be as if the motion had never been made.

V) Detailed Agenda for this session and face-to-face meeting minutes and will be posted after the face-to-face meeting which will include preliminary and final discussions, motions' revisions and voting.

1. Minutes of the 2011 Summer Policy Council meeting in Washington, DC be accepted as posted on the Society web site.
2. Motion that the Policy Council accepts the Slate of Candidates for positions as included in the Nominating Committee's report.
3. Motion to approve the updated list of committee memberships and terms for Bylaws Committee and Strategic Development Committee.
4. Motions resulting from the pre-face-to-face electronic meeting

1. Just to be clear, Brian will be responsible for presenting the report from the SDR Editor.  The report is a report of activities for the year that is ending and I think it is only appropriate that he submits that report before the end of the year.  I would appreciate if you could remove my name from the agenda under item F1.
