Date: Mon, 9 May 2011 12:36:42 -0400

To: Policy Council Members

According to Policy 7, Revised Policies of the System Dynamics Society (approved July 29, 2007) the President shall submit to the Policy Council for approval (at the Summer Meeting) the name of one member to replace the appointed member whose term is expiring. In the interest of full participation and also as a time-savings measure at the face-to-face meeting, I respectfully will make the motion now, pre-summer meeting, for electronic vote.

I have been in conversations with Rogelio Oliva and David Ford and we have agreed that Juergen Strohhecker from Frankfurt School of Finance & Management would be an excellent member for the upcoming staggered three-year term of the Nominating Committee for the August 2011 to July 2014 appointment. I also spoke with Juergen and he is prepared and willing to serve, Juergen will replace Yaman Barlas 8/2008 - 7/2011.

Formal Motion: Approve the appointment of Juergen Strohhecker to the Nominating Committee for the term of 8/2011 - 7/2014.

"The size of the Nominating Committee shall be six members. Three members shall be the Past President (Chair), the President, and the President-Elect; the other three members shall be appointed for staggered three-year terms."

Proposed Committee for Slate 2013:
Rogelio Oliva (Immediate Past President 2011) Chair; term: 8/11 - 7/12
David Lane (President 2011)
David Ford (President Elect 2011)
Birgit Kopainsky 8/2009 - 7/2012
Ed Anderson 8/2010 - 7/2013
Juergen Strohhecker (8/2011 - 7/2014)

Current Committee through July 31, 2011 for Slate 2012:
Erling Moxnes (Immediate Past President 2010) Chair; term: 8/10 - 7/11
Rogelio Oliva (President 2010)
David Lane (President Elect 2010)
Yaman Barlas (8/2008 - 7/2011)
Birgit Kopanski (8/2009 - 7/2012)
Edward Anderson (8/2010 - 7/2013)

Discussion by all is of course encouraged and appreciated on the PC Listserv; voting members are listed below. DISCUSSION WILL LAST FOR TWO WEEKS. Please send comments, questions and discussion items to the Policy Council Listserv at

After the two weeks of discussion, votes should be made on the PC Menu.

Instructions will follow.

Subject: proposal to merge Security and IINC SIGs
From: Rouwette, E.A.J.A. (Etiënne) < >
Date: Mon, 9 May 2011 18:20:32 +0200

Dear Policy Council members,

Ed Anderson proposes to merge the Security SIG and the Inter- and Intra-national Conflict SIG. I checked Ed's proposal and it conforms to the guidelines for formation of a SIG. In my opinion, the proposal and the argumentation make sense so I am in favor of supporting it. The full text of Ed's message is below and points 1 to 3 constitute the motion.

We now have two weeks to discuss the proposal, after which the final version of the motion will be posted and we will have another week for discussion. Finally, there will be one week for voting.

Thanks,
Etiënne

---- Mail sent by Ed Anderson----------

Dear Etienne:

We ask that you and the PC consider the following motion.  We are bringing this to the PC electronically because we’d like this done in advance of the Washington DC ISDC, at which we plan several activities including a roundtable and a panel that would be facilitated by this motion.

Ignacio Martinez-Moyano and I would like to propose the following motion with respect to two SIGs:  the Security SIG and the Inter- and Intra-national Conflict (IINC) SIG.

1.        That the two SIGs (Security and IINC) be merged.

2.        That all members of the Security and IINC SIGs automatically become member of the new SIG.

3.        That the name of the new combined SIG be henceforth the “Conflict, Defense, and Security” (CDS) Special Interest Group.

The rationale behind this is twofold.  The merger is desired because the two SIGs have so much overlap.  Importantly, both Jose Mari Sarriegi (who heads up the Security SIG currently) and Len Malcynski (who heads up the IINC SIG along with myself) are behind the merger.  The rationale for the name change is to better align ourselves with the academic thread as well as—frankly—because we all feel it is a better, more inclusive, name than either IINC or Security.

As further background, the following members for the proposed new SIG met (electronically), agreed to “sign on”, and voted to agree that Nacho Martinez, Len Malczynski, and I would be the leaders of the new combined CDS SIG.

•        Edward Anderson
•        Len Malczynski
•        Eliot Rich
•        Jose Mari Sarriegi
•        Ignacio Martinez-Moyano
•        Jose Gonzalez
•        Burcu Tan

SD Policy Council members,

I think we want the general membership of the two SIGs to support this merger, or at least we want to know how they feel about it. There are about 60 unique members in the two SIGs. Ed did not address the support, lack thereof, or input by the broader membership of the two SIGs. So I contacted Ed about the extent to which the broader membership of the two SIGs have been involved. Ed is coordinating with the other leaders and then communicating with the broader membership. I have asked him to get their input. I will pass on anything I learn.

I think that that is an extremely helpful and appropriate step to take.

Subject: Business SIG
From: Rouwette, E.A.J.A. (Etiënne) < >

Dear Policy Council members,

In preparing the coming conference, the Society Office contacted all SIGs to see if they would like to schedule a poster session and/ or annual meeting. For the Business SIG, we contacted Jeff Boyer who was a representative in previous years. Unfortunately we have been unable to get in touch with Jeff. We then tried to contact another founding member of the SIG. We succeeded in contacting Roy Greenhalgh but it turns out none of the founders are members of the SD Society anymore.

I then mailed two regular attendents of the SD conference and SIG Business meetings to ask if they would like to take up a role. Unfortunately the topic is not central to their activities at present and/ or time is lacking. Their suggestion was to disband the SIG. I tend to agree as the interest in the Business SIG seems to be low, but I think it is worth trying (for a limited amount of time) to see if we can find other volunteers. What are your ideas on this?

I am away from university for the coming two weeks so might not read all the answers to this mail in that time.

Thanks,
Etiënne

'Business' is a rather narrow concept. I thank that many System Dynamicists are interested in 'social systems' a concept which embraces both private and public organzations, NGOs, NPOs, social initiatives, and even whole societies.
So why not extend the boundary of the Business SIG to SOCIAL SYSTEMS or to ORGANIZATIONS?

Kind regards,
Markus.

As one of the founding members of the Business SIG, I do think an active Business group would make a difference to overall take up of SD, but as evidenced, don't have the bandwidth to cover this.  It would seem the lack of interest in leading it would justify it's disbandment...

As co-chair for the business applications thread for the last Conferences, it appears that the foundation of System Dynamics is for the most part buried and forgotten. With the exception of some project model-based work, papers arrive with normative knowledge claims but scant citations from the field's body of work, and models rarely contain more than wisp of novelty. I suggested with sadness to Etiënne disbanding the Business SIG now with the thought that, if future members have a need, those members can form a SIG.

hi all,

i suspect there may be a sense of 'overload' in the activities of members of the Business SIG. there are a lot of SD members who are interested/researching/consulting/working in the business sector but are possibly not members of the Business SIG (as they could be members of other SIGs?) rather than disband on the Business SIG, what about we extend the SIG to 'Business & Government' [or Business, Government & Society]?

this is a critical 'interface area' and could include people whose primary interests were in the Business sector or in the Government sector, or the interface (incl public policy applied to business activities).

comments please.

thanks,
Bob

SD PC people,

As follow up to the SIG merger question, Ed Anderson sent out the following email message to the two sets of SIG members:

Dear Security and Inter- and Intra-national SIG Colleagues:

I would like to let you know that there is a proposal before the System Dynamics Society Policy Committee to merge our two SIGS, sponsored by Ignacio Martinez-Moyano, Len Malcynski, Jose Mari Sarriegi, and myself.  The proposed name for the new SIG is Conflict, Defense, and Security.  There are a number of reasons for this proposal.  One of which is that we share a great overlap in membership between the two SIGS.  We also share a number of interests, particularly with the increase of cyberterrorism and other threats to the security of critical infrastructure as part of insurgencies and terrorism activity around the globe.  In fact, at least to my mind, it is very difficult to separate the issues of security, inter- and intra-national conflict, and defense in any meaningful sense anymore.  Hence, combining our resources will create a larger and potentially more synergistic and active group; this makes a lot of sense.  A second reason for the merger/name change is to better align ourselves with the Conflict, Defense, and Security academic thread at the ISDC, into which all academic papers for both SIG areas are currently being funneled.  The third reason is, we feel, that the name is both more descriptive and inclusive than the names of the prior two SIGS, and hence will allow us better recognition within the Society.

If any of you have any questions, please send me (or any other sponsor) an email, and we would be glad to answer them.

Best Regards,

Ed received two responses, one on May 10 and one on May 11:

Ed,

As you summarized it, the proposal makes very good sense to me.  If this is a voting thing, I vote 'yea'.

Best regards,

AND

Hello Ed:

I support the merger, and look forward to our continued collaboration.
See you in DC.

Best,

I doubt Ed will receive more responses. Based on this I recommend approval of the merger proposal.
