Dear PC Members and Other Interested Parties:

Moved by Rogelio Oliva (needs a second) that the India Chapter be formally accepted into the System Dynamics Society. Members of this group have had ongoing correspondence. They are requesting that the PC vote electronically on this item instead of waiting until the Annual Meeting (July 2010) as they would like to participate in the Seoul Conference as a Chapter. (This is a pre-summer meeting vote, and will be recorded along with the summer meeting minutes.)

Tim Hasslett, VP Chapter Activities, and Martin Schaffernicht, AVP Chapter Activities, has reviewed their constitution and associated submissions and states the candidate India Chapter now fulfills all the requirements. According to Policy 7, Revised Policies of the System Dynamics Society (approved July 29, 2007) the President shall submit to the Policy Council for approval (at the Summer Meeting) the name of one member to replace the appointed member whose term is expiring. In the interest of full participation and also as a time-savings measure at the face-to-face meeting, I respectfully will make the motion now, pre-summer meeting, for electronic vote.

I've been in conversations with Erling Moxnes and Jim Lyneis and we have agreed that Edward Anderson from Texas University would be an excellent member for the upcoming staggered three-year term of the Nominating Committee for the August 2010 to July 2013 appointment. I also spoke with Ed and he is prepared and willing to serve, Ed will replace Deborah Campbell (8/2007 - 7/2010).

Formal Motion: Approve the appointment of Edward Anderson to the Nominating Committee for the term of (8/2010 – 7/2013).

"The size of the Nominating Committee shall be six members. Three members shall be the Past President (Chair), the President, and the President-Elect; the other three members shall be appointed for staggered three-year terms."

5 Preparing for the 2010 Summer Policy Council Meeting

Dear Policy Council Members and Other Interested Parties:

For this year's Summer Policy Council Meeting we will follow the format set up last year:

(1) Full Officer and Committee reports should be posted to the 2010 Summer Policy Council Meeting section on your User Menu Page of the   Web Submission System at http://www.systemdynamics.org/cgi-bin/sdsweb;

(2) PC Members are asked to review all the reports and ask clarification questions by July 16th using the PC-Listserv at Policy Council Listserv < >; and

(3) The face-to-face meeting will take place on Sunday July 25th at the conference in Seoul, Korea. At the face-to-face meeting, Officer and Committee reports will not be presented again, but a brief discussion will be allowed. If the report raises issues that require further discussion and possible motions, those topics will be placed later on the agenda.

Full reports are due to be posted by July 9th. Also, if you are aware of any issues that should be placed on the agenda for further discussion and possible voting, please let me know as soon as possible. Reminders will follow. The agenda will be posted very soon.

Please note there is a new motion regarding the officer position of Vice President At Large Position.

Motion #104: Maintain VP At Large Position Vacant

FORMAL MOTION: Motion by Rogelio Oliva, President 2010, seconded by (needs a second) to leave the VP At Large Position vacant for the following two reasons:
a) There are no well-defined operational or administrative objectives for the position; and
b) In the event of "special initiatives" the PC has the ability to create an ad-hoc committee staffed with members that have the skills and motivation to respond to those specific initiatives.

NOTES ON SUPPORTING MATERIAL: Joel Rahn's original term for VP At Large was 2010-2012; Joel has submitted a letter of resignation in August 2010. During a discussion with Joel, we agreed that the position does not have a clear mandate and that, given the ability to form ad-hoc committees, the position is not needed for "special projects."

The discussion period starts today until September 24. The voting period, lasting for one week, will start on September 25 (a reminder will be sent).

Please note there is a new motion to replace the VP Chapter Activities officer position on the Policy Council.  

Motion #105: Replace VP Chapter Activities Position  
FORMAL MOTION: Motion by Rogelio Oliva, President 2010, seconded by (needs a second) to temporarily appoint Martin Schaffernicht to replace Tim Haslett as the VP Chapter Activities until the end of the appointed current term and for the calendar year of 2011.
The remaining term commences at the date of vote approval and ends December 31, 2011.  
NOTES ON SUPPORTING MATERIAL: Tim Haslett's current term is (2008-2010) and successive term is (2011-2013); Tim submitted a letter of resignation in August 2010. The Policy Council may fill vacancies in its membership by temporary appointment by a majority vote of the members of the Council; to fill a vacant office does not require the regular nomination process by the Nominating Committee. The Nominating Committee has concluded its business for the 2011 slate. Consequently, the Nominating Committee will submit a nomination for a partial term (2012-2013) for VP Chapter Activities with the 2012 slate of candidates. FORMAL MOTION #104: Motion by Rogelio Oliva, seconded by David Lane toleave the VP At Large Position vacant for the following two reasons:   a) There are no well-defined operational or administrative objectives for the position; and b) In the event of "special initiatives" the PC has the ability to create an ad-hoc committee staffed with members that have the skills and motivation to respond to those specific initiatives.
NOTES ON SUPPORTING MATERIAL: Joel Rahn's original term for VP At Large was 2010-2012; Joel has submitted a letter of resignation in August 2010. During a discussion with Joel, we agreed that the position does not have a clear mandate and that, given the ability to form ad-hoc committees, the position is not needed for "special projects."

FORMAL MOTION #105: Motion by Rogelio Oliva, seconded by Ignacio Martinez-Moyano to temporarily appoint Martin Schaffernicht to replace Tim Haslett as the VP Chapter Activities until the end of the appointed current term and for the calendar year of 2011. The remaining term commences at the date of vote approval and ends December 31, 2011.
NOTES ON SUPPORTING MATERIAL: Tim Haslett's current term is (2008-2010) and successive term is (2011-2013); Tim submitted a letter of resignation in August 2010. The Policy Council may fill vacancies in its membership by temporary appointment by a majority vote of the members of the Council; to fill a vacant office does not require the regular nomination process by the Nominating Committee. The Nominating Committee has concluded its business for the 2011 slate. Consequently, the Nominating Committee will submit a nomination for a partial term (2012-2013) for VP Chapter Activities with the 2012 slate of candidates. Martin Schaffernicht has been Associate VP Chapter Activities since 2008.
