Abstract for: Towards an Integrated Policy Vision for India’s Industrial Transition
Governments often roll out policies in silos, leading to unintended consequences or policy resistance. This work examines three policies rolled out in India, namely the National Steel Policy (2017), the Voluntary Vehicle Modernization Program (2021), and the National Logistics Policy (2022), at overlapping timeframes and investigates the possibilities of synergies through an integrated policy framework. To understand the systemic synergies possible through an integrated approach to policy design, we use system dynamics modeling and simulation to gauge the extent of the gap between current and targeted policy-level outcomes. It's a work in progress. Our findings provide policymakers with key inputs to develop an integrated approach to these policies, which have immense potential to generate the synergies needed to transform industrial and logistics outputs in India.
