Abstract for: Indicator trap in Public Management: Ontologic Recoupling for Sustainability
Sustainability governance faces a critical challenge: the "Indicator Trap", where administrative reporting cycles (λ) lag behind territorial realities (τ ). This paper introduces a pioneering framework designed to transform social monitoring from a static bureaucratic exercise into a dynamic, science-based diagnostic tool for systemic integrity. We utilize Qualitative System Dynamics (QSD) to evaluate the transition toward \textit{Sisbén Científico}. By leveraging the high-resolution data, we model how this new scientific approach mitigates the "Shifting the Burden" archetype. The methodology focuses on re-coupling social focalization with biophysical and territorial feedback loops through advanced systems modeling. Our analysis demonstrates that our framework acts as a "Simulation Bridge", effectively eliminating the "Zone of False Security" common in traditional metrics. By synchronizing adminis- trative data with territorial time constants, new framework provides a robust early-warning system that identifies structural vulnerabilities before they manifest as irreversible socio-ecological decay. Our framework represents a paradigm shift toward "Adaptive Governance". We propose that this scientific evolution of social indicatorssupported by dual-clock reporting and simulation-based due diligencepositions Colombia as a global reference. This initiative shifts the focus from simple compliance to a sophisticated maintenance-oriented system for territorial and human flourishing.
