Abstract for: Experiencing Homelessness in Portland, Maine

The problem is the experience of homelessness in Portland Maine. The work does two things. It leads to greater understanding of the problem. And it gives advice to policymakers on how to approach solving this problem. Used causal loop diagrams and a system dynamics model. Model was validated using actual data from Portland, Maine on variables of interest. Used the model to test a variety of policies. Simulation led to identification of 10 policies that help solve the problem. Four are related to increasing the supply of housing by reducing barriers and adopting faster construction. Six are related to proving direct assistance to the people experiencing homelessness. One immediate implication shows the value of something often discussed but seldom thought through: increasing and speeding up housing production. Another immediate implication shows the value of several people-oriented policies: substance abuse treatment, shelter services, and the Housing First approach. Longer term implications will include financial aspects of solving the problem.
