Abstract for: Exploring the Alternatives for Health System Robustness and Coping with Changes during Infectious Disease Disaster Situations

In situations where increases in infected patients and healthcare worker infections worsen external risks, failure in agile workforce management responses leads to increased workload, fatigue, and burnout among healthcare workers, ultimately resulting in the disruption of medical services and creating a vicious cycle. This study was developed based on a case-based system dynamics modeling approach focusing on hospital response capacity during COVID-19 and its effects on both healthcare worker well-being and organizational stability. The purpose of this study is to analyze the action and unintended consequences of human resource management in the context of COVID-19 infectious disease disasters, and to explore alternatives to strengthen institutional robustness in crisis situations from a system perspective.
