Abstract for: Towards efficient policies for sustainable Public-Private Partnerships: Case Study of a Solid Waste Management System in Greece
This paper aims to balance the benefits of all basic actors involved in a Public-Private Partnership (PPP) project in the field of municipal solid waste management. To do so, a Systems Dynamic (SD) model is developed. The model simulates the physical and financial operation of a real PPP project in Greece over a strategic planning horizon. Numerical investigation under risk uncertainty is conducted to assess the feasibility of the project. Simulation results reveal in each scenario the cost of integrated waste management which makes the investment economically feasible. Alternative policy-making that mobilizes additional finance for the public sector are commented in the light of these results. The analysis is presented by studying the case of an operating PPP project in the region of Western Macedonia in Greece.
