Abstract for: Is “Paired Assistance Policy” reconstruction mode of collaborative governance better than traditional mode?
Post-disaster reconstruction is an important work to ensure that the people in earthquake-stricken areas return to their pre-earthquake production and life. As a new way of public management, collaborative governance has become an inevitable path for post-disaster reconstruction and sustainable recovery. The “Paired Assistance Policy” (PAP) launched by the Chinese government after the 2008 Wenchuan earthquake provides a new practical model for post-disaster reconstruction. Through the system dynamics modeling and simulation, this paper analyzed the PAP reconstruction mode from the performance management aspects to understand collaborative governance. Then the analysis of key variables such as government funding and government credibility was conducted, and five scenarios were set up to simulate and predict. On this basis, the simulation results were optimized and policy recommendations were put forward to promote post-disaster reconstruction.
