Abstract for:Public Value Through Open Data Innovation

Currently, the theme of Open Innovation in the public sector has called the attention of policymakers and scholars, with calls for domain-specific research in safety and justice. Since Open Data offers opportunities to reflect upon practices and institutions in the justice field, this work focuses on its use to comprehend the organizational dynamic capabilities that can create public value through public sector innovation. To do so, we developed a theoretical framework using System Dynamics -SD and as next step, we want to test it comparing empirical Open Data cases in the Justice field with SD computer-based simulation. We expect that this analyzes would make possible to stress the complex behavior in the justice systems open data innovation.
